Karaj Municipality has had 195% increase in budget collection during the first six months of the current year compared to the same period last year. In an interview with Karajemrouz News Agency, Ali Kamalizadeh said, «According to investigations about the budget collection of the first six months of the current year, Karaj metropolis has been ranked fourth among other metropolises. He pointed out that the investigations had been made among Tehran, Isfahan, Shiraz, Mashhad, Karaj, Qom, Tabriz, Ahvaz and Yazd metropolises about their five-month collection performance compared to the approved annual budget. He added that Shiraz metropolis was ranked the first by collecting 111% budget, Isfahan the second by collecting 97% budget, Tehran the third by collecting 85% budget, and Karaj the next by collecting 81% budget. Karaj Mayor expressed his satisfaction with the performance of Urban Management Complex and said, «We hope to see more success in Karaj metropolis by continuing this trend. » Kamalizadeh added, «During the first six months of this year, this municipality could increase its collected budget by 195% in the cash and barter sector, where the fire department and security services, information and communication technology and waste management organization were ranked first to third». He said that budget absorption in the cash and barter sector had increased by 186% and 264%, respectively, and that the organizations in the cash sector had made significant progress and districts 6, 5 and 8 had the highest rates of budget absorption in the barter sector. Karaj Mayor added, «Most of the reforestation has now been completed and this area has become a green spot, playing a significant role in reducing air pollution, enhancing the city›s visual appeal and promoting the morale of the citizens. » He further emphasized the need to accelerate the implementation of the Urban Regeneration Plan and improvement of the worn-out texture in different districts of Karaj and added that the implementation of these projects required credit and financial resources. The mayor stressed, «In the current economic situation, it seems that attracting private-sector partnerships can help us accelerate implementing the projects defined in the Urban Regeneration Plan. » Kamalizadeh said that attracting private-sector partnerships to implement the Urban Regeneration projects requires confidence building, adding that good incentives and solutions should be pursued and the current procedures should be changed. He further pointed to the implementation of the Asphalt Movement Plan in Karaj and said that of the 200,000 tons of asphalt used in Karaj this year, 100,000 tons were used in the worn-out texture and neighborhoods of regeneration targets. He added that as long as weather conditions permit, the asphalt paving operations will continue throughout the city, adding that thousands of tons of bitumen had been purchased to be transferred to the asphalt plant as soon as possible so that we can pave more roads. » He added, «If the primary sources of asphalt production are available, we can produce up to 500,000 tons per year. » At the end of the construction of Hamgam Garden along Chahar Hesar line which is part of the regeneration target areas, the Mayor said, «In addition to this garden, a wildlife park is also under construction. »
Readiness of Urban Management Complex to manage precipitation
He added, «As rains have started, we have planned to tackle the problems of passageways that happened to be flooded last year. Kamalizadeh pointed to the onset of the rains, adding that Karaj is prepared to deal with incoming rainfall with the help of service agencies. Naming such passageways, he said that the necessary follow-ups had been made to remove their problems and floods this year. » Pointing out that many natural disasters have human causes, Karaj Mayor explained, «Unfortunately we have blocked the natural paths to reconstruct cities and have to find a solution to keep the water lowing to compensate for it. He said that digging wells plays an important role in keeping the surface runoff, adding that floods will not occur if the flowing water is concentrated later.
Surface water absorption is the most important solution for surface runoff management
He added, «The legal duty of urban management in the event of rain is to manage floods in the area with the help of natural resources and watershed management. Ali Kamalizadeh pointed out that surface water absorption is the most important strategy for surface runoff management. He said that the construction of wells and directing the canals will help us face the least problems in traffic during rains. He said that we should not take these floods in different areas of the province serious, adding that today›s rains would lead to sand accumulation in some areas of the city and floods from nearby mountains would enter the city». Karaj Mayor added, «it is our duty to manage floods within the city with the help of natural resources and watershed management so that the water coming from the surrounding mountains might not enter the city. »
About 1,500 tons of waste are transported to Halqe Darreh center per day
Kamalizadeh said that about 1,500 tons of waste are transported to Halqe Darreh center per day, 700 tons of which is produced in other cities of the province. He said that it is necessary to integrate waste management in order to manage waste production in the province, adding that two districts in Karaj had been selected as pilots whose waste management is performed in an integrated way, which means that the process of collecting, separating, processing and burying the waste produced by their citizens is done by one contractor. Kamalizadeh stated that waste management integration not only benefited the contractor financially, but also prevented the waste of Municipality resources. Karaj Mayor explained that the Fifth Council has a special focus on waste management and taken measures to increase the funds of waste management development plans from 10 to 65 billion tomans. He emphasized the need to use the province›s waste generation capacity to generate revenue and said, «Conversion of the collected waste to compost and extraction of gas from them can help us obtain new financial resources for the city and use these resources to advance the projected goals and spend on the current affairs of the municipality. » Kamalizadeh further stated, «Currently, 13,000 people are working in the urban management and a large portion of the municipality›s income and benefits is used to pay their salaries and wages.».
Karaj Mayor: Acceptance of responsibility and observing ethical principles is the need of the modern society
He added, «If we can educate responsible and ethically-minded teenagers, many of the social and economic costs of the city and the whole country will be reduced, » said Ali Kamalizadeh. «Such
conferences will provide an opportunity to raise students› concerns. The educational system should educate responsible citizens. municipality called» Cultural Ambassadors», Kamalizadeh said, « The project is being implemented in four cultural complexes of the city to educate ambassadors in areas like traffic, the environment, waste, and most importantly ethics. » He added, «If we can educate responsible and ethically-minded teenagers, many of the social and economic costs of the city and the whole country will be reduced. The Mayor of Karaj stated that the Council and the Municipality have a special approach to education and said that Karaj Mayor renovated 142 educational units and 3 universities in this years Mehr Plan. »
Karaj, a young city with unequal facilities
Karaj Mayor continued that while Karaj is less than 5 years old and is considered a young city in urban management science, inappropriate distribution of facilities has caused its disproportionate and unequal growth. Kamalizadeh promised to increase the variety of cultural, social, recreational and sporting facilities to bring facility distribution in the city closer to equilibrium. He further relied the success of managers in the urban arena on their constant presence in urban spaces, noting that only a manager who is constantly present in the space will be able to
understand the needs and priorities of the area under his control. Pointing to some good news for the citizens in the future, Kamalizadeh said that the project of constructing the city›s 4-lane train as one of the most important traffic priorities of Karaj is progressing in three shifts at a very high speed. «We hope to complete the first phase of this project by the end of 2020,» he added. This priority includes implementing the Taleghani Junction path up to 2 meters away from Golshahr. He attributed the delay to the launch of the subway in recent years to the high cost of construction and the lack of sufficient funding, and added, «Injecting 250 billion bonds turned the project out of the suspension mode. It is also supposed to allocate another $ 400 billion by the end of this year for this project. urban management plan for the citizens and claimed that the reconstruction of 35 buses and the addition of 70 buses equipped with the Euro 4 system by the end of the year is another important action in the area of public transport fleet and it is hoped that this area would progress well. Kamalizadeh said that the population of Karaj municipality family was about 12,000 people, 8,000 of whom have
direct contracts with the municipality and 4,000 of whom are responsible for environmental protection and green space in Karaj.
Living in outskirts as the cause of poverty
Karaj Mayor said that the first charity center in Iran was implemented in Karaj in order to develop the spirit of charity, reduce social inequalities and popularize social support. Ali Kamalizadeh stated that the charity center of Municipality Shohada was launched in order to make the utmost use of the capacities, facilities, and capabilities; identify the real poor people and expand the spirit of charity and benevolence. He said that begging is a problem and people›s practice of helping beggars is a benevolent but incorrect action, because it will lead to their opportunism, abuse and bad habits. Pointing out that the issue of beggars requires a
collective effort and a deterrence approach, he considered it to be a social problem that provides the basis for other social problems, such as delinquency and crime.
